A vehicle could make a "whining noise" for several reasons. If the whining also accompanies reduced fuel efficiency and engine sputtering, the fuel pump might be the problem. Replacing the fuel pump may be necessary because, once it fails, the car won't start. How could it? Fuel won't reach the engine when the fuel pump dies.

That's one part that might "go bad" in the fuel system. Other problems may occur. The good news is some other issues may be easier to correct. Changing a dirty fuel filter presents an answer to issues with the old one.

Fuel injectors may require cleaning at a recommended mileage point. Once cleaned, the fuel injectors may be fine. That said, fuel injectors are not indestructible. Replacing them might be unavoidable in some instances.
